Unlock Potential with Paro Communities

Paro Communities works with local stakeholders to craft customized and contextualized community development plans with a particular focus on workforce housing and workforce development. Our community development strategies reflect the unique needs, strengths, and goals of each community. Our approach is grounded in creating a locally-driven path to success, empowering communities to thrive in their own context. Our team of experts facilitates the planning and coordination processes. We engage community leaders who understand the landscape and are committed to positive change.

Our Goal: Empowering Communities to Shape Their Future. We work alongside local leaders to initiate a tailored development plan that aligns with their vision for success. This locally determined path ensures that communities are equipped to overcome challenges while leveraging their own assets for growth and resilience.

Paro’s Unique Stakeholder Model: Bridging All Sectors for Lasting Impact. At the core of our approach is a collaborative stakeholder model that ensures all relevant voices are heard and involved:

  1. Nonprofit Organizations: Focused on service and community-building efforts.
  2. Government: Local and regional officials who provide the necessary frameworks and policy support.
  3. Business: Local businesses contributing to the economic engine of the community.
  4. Philanthropists: Those who invest resources and vision to drive sustainable development.

Strategic Considerations: A Deep-Dive into Community Needs. As we begin the process, we ask critical questions that set the foundation for success. What are our community’s strengths and assets? We identify resources and opportunities that can be maximized. What challenges do we face? We evaluate areas in need of improvement, paving the way for targeted interventions.

Building Consensus for Initial Success: The first step in creating an actionable plan is to gain alignment among key stakeholders. This includes identifying critical initial success factors:

  1. What needs to happen first for the community to gain momentum?
  2. Determining Scope of Work (SOW): Establishing clear roles, responsibilities, and tasks for stakeholders to ensure timely execution.

At Paro Communities, we’re committed to helping communities craft sustainable, inclusive, and contextualized development plans that not only address immediate needs but also set the stage for long-term growth and prosperity.

USDA Community Development

From 2019 to 2020, Paro led a USDA project to address workforce housing, workforce development, and opioid abatement in Bartow County GA. The process consisted of 200+ community leaders, including municipal leaders, university researchers, nonprofits, and business owners. The outcome resulted in defining key metrics and strategic pathways to utilize funding and develop needed assets to facilitate the community's desired goals. Paro has continued our involvement as of the summer of 2025.
